The queues for coupons for the issuance of foreign passports at the department of the Federal Migration Service for the Sverdlovsk Region are created by people who can be called “intermediaries”. Their activities create a stir and prevent law-abiding citizens from obtaining foreign passports.

Over the past few days, several residents of Yekaterinburg have contacted URA.Ru because they were unable to obtain coupons for issuing foreign passports. “I went on Wednesday at about 13:00, the terminals were turned off,” says Anastasia. “I went up to the security guard who was sitting at the counter and asked how I could get coupons, he explained: on Mondays, Wednesdays, Fridays, from 8-00 to 10-00.”

This, indeed, may have been confirmed by the representative for interaction with the media of the Federal Migration Service for the Sverdlovsk Region, Tatyana Lepeshonok. But the reason for the appearance of queues and the shutdown of terminals two hours after the start of work is not the increase in the number of people wishing to obtain a foreign passport or the lack of FMS specialists. The main problem is the intermediaries who occupy queues from early morning, and bring with them relatives, neighbors and acquaintances, each of whom receives not only a ticket, but also a certain payment for the time spent in line.

Every day, employees of the Federal Migration Service issue about 200 passports. “Of course, the workload has increased recently,” explains Tatyana Lepeshonok. - Firstly, in connection with the advent of biometric passports, where children cannot be “entered”, you need to obtain a separate document for them. Secondly, the fact of internal migration is important for Yekaterinburg, when people registered, for example, in Perm, can receive a passport from us.”

However, the Federal Migration Service is in no hurry to talk about a disaster, increased demand or a seasonal peak: according to them, a person who stood in line and was left without a coupon can still count on receiving the long-awaited document. “The head of the department for issuing foreign passports in any case comes out and sets an appointment time,” the Federal Migration Service says. When asked why the department abandoned the online option of the queue, the answer was: “If the live queue is “captured” by intermediaries, then imagine what will happen on the Internet?!” At the same time, the process of issuing foreign passports (which, accordingly, is reflected in the coupons) is carried out on the basis of “1 person - 1 minute”. During this time, the FMS employee must find the required document in the card index, unlock it and enter the issuance data on the last page of the Russian passport. In this mode, you need to serve at least 200 people per day.

After you have reached the building of the passport and visa center, you need to go up to the third floor (the department for working with foreign citizens is located there) and receive an admission coupon at the terminal.

On the morning of December 1, the queue stretched to the first floor, because many visitors arrived early - by six in the morning, although the FMS department began working at 9:00. Despite this, people were allowed into the building and there was no need to wait outside.

You can track your queue number on special monitors. They are located throughout the center.

The building houses not only the Federal Migration Service department. You can undergo a medical examination*, take an exam and even get paid advice from the passport and visa center staff. The prices (they are higher than we expected) can be found on the official website. The document preparation department is open from 8 a.m. to 6 p.m.

A comprehensive exam in Russian as a foreign language, Russian history and the fundamentals of legislation of the Russian Federation is conducted by the State Institute of Russian Language named after A.S. Pushkin. Payment for a comprehensive exam for a temporary residence permit or temporary residence permit, as well as registration of directions for the exam and issuance of certificates is carried out at the reception windows on the 3rd floor. The center is very different from the FMS branches that foreign citizens are accustomed to. It has a dining room, a mother and child room, toilets, and drinking water coolers. You can wait for your turn in comfortable seats.

Currently, the work of the department for registration of temporary residence permit, residence permit and citizenship is being adjusted. An increase in the number of issued coupons is expected soon. We strongly recommend that foreign citizens DO NOT CREATE any lists, do not arrange night shifts or other relics of the past. By doing this you are harming yourself. It is much more convenient to come to the center in the morning, get a coupon and get an appointment. Spending the night in the cold is harmful to health. If you didn’t have time to arrive in the morning and the coupons ran out, don’t worry. New ones will be issued tomorrow.
