In case of difficulties with flying abroad due to debts, the Federal Bailiff Service (FSSP) of Russia will provide citizens with the opportunity to obtain the necessary consultation with using the “Data Bank of Enforcement Proceedings” service directly at checkpoints across the state border of the Russian Federation,” the press service of the FSSP of the Russian Federation reported.

Bailiffs recommend that citizens who have planned foreign trips immediately contact the electronic service “Data Bank of Enforcement Proceedings” on the website of the Federal Bailiff Service of Russia and check whether they have a debt. In addition, you can find out about the presence of debt through the FSSP application for mobile devices.

Using the service "Data Bank of Enforcement Proceedings" on the official website of the FSSP of Russia, you can also print out a receipt for payment and pay the debt directly at the bank. Also, on holidays, a hotline will operate in each territorial authority and in the central office of the FSSP of Russia.

Now the temporary restriction on travel is lifted by the bailiff within 24 hours after information about debt payment is reflected in the State Information System on State and Municipal Payments. Number of people not allowed to travel

According to the FSSP, today there are 1.7 million debtors in Russia who are not allowed to travel abroad. As a result of the application of this measure, over the 11 months of 2017, in the framework of 1.2 million enforcement proceedings, debtors fully or partially fulfilled obligations under enforcement proceedings in the amount of 56.1 billion rubles.

As the press service of the Federal Bailiff Service for Moscow told TASS, the capital's bailiffs will help debtors resolve issues with restrictions on the right to travel abroad directly in the buildings of the Sheremetyevo, Domodedovo and Vnukovo international airports.

Bailiffs of the Moscow region will also be on duty at Domodedovo, Sheremetyevo and Zhukovsky airports.

Efficiency of duty

From December 28, 2016 to January 8, 2017, more than two thousand FSSP employees were on duty in the buildings of international airports and other large ground checkpoints.

As of last New Year, 1.1 million debtors were restricted from traveling abroad. The duty of the bailiffs made it possible to quickly lift restrictions for 304 people. On average, the temporary restriction was lifted on an emergency basis from 20-30 people per day. However, it is unlikely that it will be possible to remove the restriction if payment is made a few hours before departure.

Who is not allowed to leave Russia?

According to Article 15 of the Federal law N 114-FZ “On the procedure for leaving the Russian Federation and entering the Russian Federation” you cannot leave the Russian Federation:

1. People who had access to state secrets (only 1st and 2nd form of access, 3rd is possible). Typically, the ban period (specified in the employment contract) is five years after the last acquaintance with classified information. In special cases, the period may be extended.
2. Persons undergoing conscript military service or alternative civilian service;
3. Suspects and accused of crimes;

5. Persons who have not fulfilled any obligations before the court;
6. Those who knowingly provided false information about themselves when preparing exit documents. The ban is valid until new documents are issued;
7. FSB employees;
8. Bankrupt.

Secondly, people who owe someone more than 10 thousand rubles. Perhaps in December 2017, the threshold for the minimum “travel ban” will be raised to 30 thousand rubles.

But having debts or other obligations does not guarantee that a person will be deployed at the border. For this you need exactly travel ban.

According to the FSSP, in June 2017, 1.6 million Russians were subject to a travel ban, and this number is growing, because six months ago there were only a million. There are many more debtors. At the end of 2016, the FSSP database included 79 million“executive proceedings in progress” (there may be several of them per person).

How to check your debts?

Go to official website of the FSSP, indicate in the form your full name, date of birth and region of registration. Some debts can be paid directly on the website.

But it’s better to pay your debts before they reach the bailiffs. After all, if you do not meet the deadline for voluntary execution of the court order (no more than five days from the date of receipt of the writ of execution), you will have to pay an enforcement fee in the amount of 7% of the debt amount (at least 1000 rubles) + a penalty for each day of delay 1/ 300 of the amount owed.

Debts to the tax office, pension fund, housing and communal services providers, as well as alimony debts and fines can be found out in your personal account on the gosuslugi.ru portal before they get into the database of the bailiffs. You can pay them online.

How to check whether a travel ban has been imposed?

When a travel ban is imposed, the debtor receives a notification about this, but sometimes it can be lost by coincidence. There is no open database in which one could find out whether a person is prohibited from traveling abroad.

There is an option to take your passport and bring this question to the bailiff who is responsible for your enforcement proceedings. If you are ready to voluntarily pay the debt immediately or want to agree with the bailiff on installments over several months, then this option is suitable for you.

But if you don’t want to pay or can’t pay yet, then it’s better not to remind yourself once again. After all, it may be that the travel ban has not yet been imposed, since The bailiffs are hellishly overworked. But after you contact the FSSP, out of harm’s way, they may quickly write a letter to the Border Service to encourage you to pay off the debt. Some people have already found themselves in such situations.

If you are sociable, and the bailiff is understanding, then you can persuade him not to impose a ban during your vacation. But if the ban has already been imposed, then you will have to pay the debt in full at once.

What to do if you have debts, but there is no travel ban yet?

You can take a risk and go. There is a chance that everything will be fine. Especially if you agree in advance with the bailiff on the timing of debt repayment. But it is worth remembering that a travel ban may be imposed at any time and you can lose money spent on travel.

Is it possible to pay a debt at the airport?

You can pay anywhere, but you will be able to leave only after the ban on leaving the Border Guard base is removed. This process usually takes one to two weeks, but there have been cases where it was extended by a month or more due to technical problems.

After paying the debt, you must inform your bailiff about it. so that he lifts the travel ban. This will speed up the process.

Do the schemes with departure from the states of the customs union work?

For many years, debtors flew abroad through the Republic of Belarus and Kazakhstan. The most popular route is by plane to Minsk and from there to another country.

Residents of the Asian part of Russia bought tickets for a transit train (the passports of transit passengers are not checked for debts) through Kazakhstan, but got off not in the Russian city to which they bought the ticket, but in the Kazakh one.

Now there are difficulties with this, since border guards are actively working to unite the databases of debtors of the customs union states.
